The Management Commi琀琀ee shall have powers to apply, act upon and enforce these Rules and shall also have jurisdic琀椀on over all ma琀琀ers a昀昀ec琀椀ng the
Compe琀椀琀椀on. Any ac琀椀on by the Compe琀椀琀椀on must be taken within 28 days of the Compe琀椀琀椀on being no琀椀昀椀ed.
With the excep琀椀on of Rules 6.J, 8.H, and 9, for all alleged breaches of a Rule the Management Commi琀琀ee shall issue a formal wri琀琀en charge to the Club
concerned. The Club charged shall be given 7 days from the date of no琀椀昀椀ca琀椀on of the charge to reply. In such reply a Club may:

Accept the charge and /or submit in wri琀椀ng a case of mi琀椀ga琀椀on for considera琀椀on by the Management Commi琀琀ee; or
Accept the charge and no琀椀fy the Compe琀椀琀椀on that it wishes to put its case of mi琀椀ga琀椀on at a hearing before the Management Commi琀琀ee; or
Deny the charge and submit in wri琀椀ng suppor琀椀ng evidence for considera琀椀on by the Management Commi琀琀ee; or
Deny the charge and no琀椀fy the NFYL that it wishes to have a hearing before the Management Commi琀琀ee.
Where the Club charged fails to respond within 7 days, the Management Commi琀琀ee shall determine the charge in such manner and upon such evidence
as it considers appropriate.
Where required, hearings shall take place as soon as reasonably prac琀椀cable following receipt of the reply of the Club as more fully set out above.
Having considered the reply of the Club (whether in wri琀椀ng or at a hearing), the Management Commi琀琀ee shall make its decision and, in the event that
the charge is accepted or, proven , decide on the appropriate penalty (with reference to the Fines Tari昀昀 where applicable).
With the excep琀椀on of Teams playing at Regional NLS Feeder League of the Na琀椀onal League System, the maximum 昀椀ne permi琀琀ed for any breach of a Rule
is £250 and, when se琀�ng any 昀椀ne, the Management Commi琀琀ee must ensure that the penalty is propor琀椀onal to the o昀昀ence; taking into account any
mi琀椀ga琀椀ng circumstances.
The maximum 昀椀ne permi琀琀ed for a breach of a Rule by a Team playing at Regional NLS Feeder League level is £500.
No Par琀椀cipant under the age of 18 can be 昀椀ned.
All breaches of the Laws of the Game, or the Rules and Regula琀椀ons of The FA shall be dealt with in accordance with FA Rules by the appropriate sanc琀椀oning
Associa琀椀on.
6.F
All decisions of the Management Commi琀琀ee shall be binding subject to the right of appeal in accordance with Rule 7.
Decisions of the Management Commi琀琀ee must be no琀椀昀椀ed in wri琀椀ng to those concerned within 7 days.
6.G
60 % of its members shall cons琀椀tute a quorum for the transac琀椀on of business by the Management Commi琀琀ee or any of its sub-commi琀琀ees

The Management Commi琀琀ee, as it may deem necessary, shall have power to 昀椀ll any vacancies that may occur in their number.
6.I
A Club must comply with an order or instruc琀椀on of the Management Commi琀琀ee and must a琀琀end to the business and/or the correspondence of the
Compe琀椀琀椀on to the sa琀椀sfac琀椀on of the Management Commi琀琀ee. Failure to comply with this Rule will result in a 昀椀ne in accordance with the Fines Tari昀昀.
6.J
Subject to a Club’s right of appeal in accordance with Rule 7 below, all 昀椀nes and charges must be paid within 14 days of the date of no琀椀昀椀ca琀椀on of the
decision. Any Club failing to do so will be 昀椀ned in accordance with the Fines Tari昀昀. Further failure to pay the 昀椀ne including the addi琀椀onal 昀椀ne within a
further 14 days will result in 昀椀xtures being withdrawn un琀椀l such 琀椀me as the outstanding 昀椀nes are paid.
6.K
A member of the Management Commi琀琀ee appointed by the Compe琀椀琀椀on to a琀琀end a mee琀椀ng or Compe琀椀琀椀on Match may have any reasonable expenses
incurred refunded by the Compe琀椀琀椀on.
6.L
The Management Commi琀琀ee shall have the power to 昀椀ll any vacancy that may occur in the membership of the Compe琀椀琀椀on between the AGM or SGM
called to decide the cons琀椀tu琀椀on and the commencement of the Playing Season, subject to the provisions of the Na琀椀onal League System Regula琀椀ons or
Women’s Football Pyramid Regula琀椀ons (which shall take precedence if applicable).
6.M
The business of the Compe琀椀琀椀on as determined by the Management Commi琀琀ee may be transacted by electronic mail or facsimile.
7. PROTESTS, CLAIMS, COMPLAINTS, APPEALS
7.A
1.
All ques琀椀ons of eligibility, quali昀椀ca琀椀on of Players or interpreta琀椀ons of the Rules shall be referred to the Management Commi琀琀ee or a
subcommi琀琀ee duly appointed by the Management Commi琀琀ee.
2.
Objec琀椀ons relevant to the dimensions of the pitch, goals, 昀氀ag posts or other facili琀椀es will not be entertained by the Management
Commi琀琀ee unless a protest is lodged with the referee prior to the commencement of the Match.
